The Town of Fraser, Colorado, is working on an update to its Comprehensive Plan. This plan will guide decision-making and help implement a shared vision for the community. You can find information about the project and how to get involved below.
Fraser Comprehensive Plan Update 2024-2026
So, what is a comprehensive plan?
A comprehensive plan is a guiding document for decision makers that includes a vision for what kind of place Fraser wants to be. It uses a framework of goals, strategies, and actions in order to achieve said vision. It includes topics like land use, transportation, housing, economic vitality, and community resiliency. Also included is a Future Land Use Map that more specifically identifies where and how Fraser might change over time.
We want to hear from you!
City and Resident input will inform the core of the final plan. Therefore, we will be hosting various in-person and online engagement opportunities to collect community feedback. Please attend any of the events or leave any general comments below.
Revised Draft Plan
Below is the link to the “Revised Draft Plan” for public review. Feedback from the December Public Draft has been incorporated. Public comment can be made at the Planning Commission meeting on January 28th and/or the Board of Trustees adoption hearing on February 4th/18th (TBD). TIMELINE
- Phase I: Initiation / Visioning (Jul-Sept 2024) In this phase, we will start an open dialogue with the community to begin identifying project goals and objectives and define big picture desired outcomes and measures of success for the planning process.
- Phase II: Data Collection & Analysis (Oct-Dec 2024) In this phase, we will assess different physical, social, and economic factors to identify trends that the Comprehensive Plan will need to account for.
- Phase III: Exploration (Jan-Jun 2025) In this phase, the Future Land Use Map (FLUM) and other relevant models will be used shape the first draft of policy recommendations and implementation strategies.
- Phase IV: Draft & Final Comprehensive Plan (Jul-Feb 2026) In this phase, a distilled plan will be created from stakeholder input, technical analyses, and a shared community vision for the Town of Fraser.

Exciting news! Friday, November 7th, a Public Draft of the Fraser Forward Comprehensive Plan will be posted on the website for review. Over the next few months, you will have the opportunity to provide comments on the draft and participate in the adoption process – below is the schedule, subject to change:

In-Person Engagement Opportunity #1 [August 2024]
We’ll be at Picnic at the Park event at Old School House Park (153 Fraser Avenue) on Tuesday, August 20th, from 6 – 8 pm. Here you’ll be able to talk to Town Staff and the Consultant Team about the project and take our Community Survey.
